My experience with OMVS and DR is that it takes a very long time for OMVS to initialize for the first IPL.
How long did you wait ? I have seen it take 30-45+ minutes for OMVS to initialize at DR for my system. (While "back home" it is not an issue). We figured out that this had something to do with these being the first mounts (root, other HFS/ZFS's) on a new LPAR.
