Please clarify. You wish to do which of these:

 1. Write FO and BAR, each usable from the READY prompt,
    and to invokke BAR from FOO.

 2. BAR is only to be used by FOO.

 3. You accept subcommands from the user, and BAR is one
    such subcommand.

In case 2. I see no reason to use the CPPL interface. In case 3. you
should indicate the subcommand environment to BAR.
