z/OS V2.1 Planning for Installation has a section about hardware
requirements, named "Identifying hardware requirements for the target
system." If no CFCC level is stated there (and there is not) or stated
in the PSP for z/OS V2.1 (I did not check, but you should!), then any
CFCC level available for that processor should be fine.
