How does an error hold differ from a system hold? 

I'd like an RC08 if a sysmod in SELECT can't go on do to a hold of any
type, and an RC04 if a sysmod not in a SELECT can't go on due to a
hold, regardless of the type of hold. PARM options to control cc
setttings wouldn't hurt.
