Dave, a long time ago I looked at the source code of rsync and it is no trivial task to port it to an ebcdic platform (at least it was). A colleague of me was so frustrated too that he wrote a command line tool and a daemon that can be used to sync directories using the "rsync algorithm", but uses an own protocol.
