I don't think so, Elardus. 

What you say is true for ICH70001I, as it is written as the user's ACEE is 
being established in the job's address space. But the OP asked about IRR010I, 
and that one occurs (as I recall) much earlier,  as the job hits the internal 
reader. In recent z/OS releases, for JES2, that's actually in the submitter's 
address space rather than in the JES2 address space where it used to happen.
