When my then employer designed a real (not virtual) tape library it was
perceived as a customer requirement that the scratch pool be managed
FIFO.

Windows (by default?) requires that I answer a prompt to confirm when
I move a file to Trash, and again when I empty Trash.

Customers like to be protected from their own impulsiveness.
