You cannot have any "specialty" engines active when you IPL an OS that doesn't support them. You will need to disable them via the HMC before the IPL. There is another setting that sets the arch level, but I don't think that is your (current) problem. When the 890 first came out, we had some clients still running the very old OS/390 versions, and we found that we had to disable any processor that was not configured as a normal processor to get past this problem. I'm not even sure that IFL's were supported then.
