We began mirroring production around 2000. It was several years before we able to sell the idea of mirroring development too. The argument went something like this:
-- In our business (utility), program changes are constantly required by the State (PUC) -- We cannot luxuriate in a lengthy period of stability after a disaster -- The very act of moving production might itself spur the need for programming changes -- The prospect of having to restore development from backups is totally unrealistic -- Especially in view of the most likely cause of disaster: earthquake--no one knows who will be available and where We finally got funded for additional DASD to mirror the whole shop. There was an added benefit: when we moved the entire data center in 2013, we did it by mirroring to the new data center, engaging in a full 'DR test', and staying put. We could not have done that if we had not been mirroring development as well. . . . We do back up the NonProd data and send it offsite. The thought is that we do want to be able to recover the other lifecycles at some point but don't have the RTO/RPO requirements that drive a mirror solution. Currently, we mirror all production but don't mirror the development DASD we back most via VTS but I am pushing or trying that we back up all DASD. My thoughts about this are the development cycles and releases have a lot of time and money invested if it lost this work, how much is this worth? Anyway, if you are mirroring your development how did you "sell" it to your management? If you're not why not?
