There are some syntax checkers from IBM, but only for *certain* parmlib members: CEEPRMxx, LOADxx and GRSRNLXX checked by 'Parmlib Processing tool' and 'Symbolic Parmlib Parser' IKJTSOxx by TSO PARMLIB CHECK(??)
