since your skipping a release , there were some 1.13 to 2.1 pre install actions 
to take, may be related to your $BR1 abends Before issuing the 
$ACTIVATE,LEVEL=z11 command, review the current utilization of BERT data to 
determine whether there are sufficient BERTs

You did not indicate if you have MVS Solutions Thruput Manager. 

If you do, I found this on their website
