Have you talked to you z/OS Sysprogs
Linux Sysprogs Vtam/Comm Server Sysprogs TCP/IP Sysprogs? Your shop may have restrictions the list is not aware of - for example EXITS for FTP that impact the usage of common functions. If you talk to them, you may be able to solve your problem faster.
