Agree 10,000% The renaming of the files is something I used to do when I downloaded individual publications and still do if I'm sharing one with a co-worker. Otherwise I use the download index.htm which lists the titles and maps them to the cryptic name.

Also, everyone I know spends time renaming the PDF files to include the title. It'd be awful nice if IBM did that in the first place.
