What files would benefit?  Other than sequential files, what files will benefit 
by a larger blocksize versus simply leaving things as they are and using more 
buffers?  

Bear in mind that such a change as you're proposing would also require that 
every file be redefined, copied, and all accompanying JCL changed for 
space/blocksize considerations.  After all that work, what actual improvement 
would one expect to see?  I don't see anything that warrants much excitement 
for the effort involved.
