The answer is no, so step carefully.

ASCBXTCB is *not* a constant value for the life of the address space.

When the initiator or STC controller attaches a new task ASCBXTCB is reset to be that task.

When the ASCBXTCB task terminates VSM frees any storage owned by that task and then ASCBXTCB is reset to be the task which attached the terminating task.
