OUTDATASET(xxxxxxx.xxxx.xxxx) is not a valid parameter to HSEND QUERY. Even in a TSO in batch job, the output will be returned to your TSO screen and not sent to the SYSTSPRT DD.
I guess it just uses TPUT.
