Now, having said that, we do happen to use SYS3 as the HLQ for all 3rd party software run-time libraries. I.e. they are the ones which we customize. The "distribution" libraries start with SYS5. And we even have SYS4 libraries which are "system" libraries which the _programmers_ can update. So they're not really system libraries. But at other shops, I have used other HLQs for OEM products. E.g.
