The library is a product library for an ISV product. I don't want it to use SCLM.
In an case, we did what you suggested, and the SCLM bit was reset and I was able to edit the member. You can ignore it or copy the PDS to a new one and rename . ORIG >> OLD NEW>>ORIG. It sounds like the members have been promoted and are locked from editing, so copy them out if you don't want SCLM control. Is there a good reason not to use SCLM?
