IPCS ACTIVE will work with other address spaces and system key fetch protected storage if the user of IPCS has been granted access to the facility classes.
I did a considerable amount of work in z/OS 2.3 to improve the performance of IPCS ACTIVE's handling of unallocated storage ranges. I also allowed additional subcommands and Verbexits to function in the ACTIVE environment in 2.3, and more in the next release.
