This sounds like it could be a problem with the CLASS of the file that
is sent from VSE.  In a virtual machine that we use WAKEUP in, we do

CP SPOOL RDR CLASS *

Is the output from VSE a PRT file or a PUN file?  Do both types cause
the same behavior?
