Make could be a common tool for Windoze, Linux, BSD Unix, AT&T Unix, USS, OpenVM, CMS, ... anything but traditional MVS. Even MVS might could use Make, but the datasets and/or members would have to be time-stamped. All the other systems stamp their "files".
