Thanks for the thought.  I mentioned a similar idea earlier in this thread 
(although not via an RSCS events file, that's a new one on me; thanks!).
I have been contacted by JES2 support and will work with them.  And... 
post here with the final results.

One thing you could do in the interrim is set up an RSCS events file to 
issue a START command 
every ten or fifteen minutes to the link.  If it's already going it will 
just say "Already Started", but if 
it isn't started it'll try to start it.  That way it's half-way automated 
if they happen to recycle VM, 
RSCS or the other zOS side, and you don't want to get a late night call 
about things not going 
across the link because it is inactive.
