Once it is on 2nd level, you have to ATTACH / DEDICATE to whatever
virtual machine (TCP/IP, VM/VTAM, PVM) that will use it.

You have to have it assigned to your 2nd level VM Guest on 1st level,
then on 2nd level, assigned to the guest there.

What you do with it now is up to you.

What about the SPECIAL statement in USER TCPIP?  If I change it from
WVLNX5 to VMTEST, will it "know" about it without recycling TCPIP or
doing OBEY or something?

I have a CTC defined to TCPIP for a linux guest we are not using.  If I
want to change that CTC to be used by my second level VM, can I just
make the change in the USER DIRECT (comment out SPECIAL stmt in  linux
guest and add the SPECIAL statement to my 2nd level VM guest) and then
install the USER DIRECT...?  I don't want to mess up anything on first
level that is running.  I am trying to run a second level VM and,
eventually,want to start TCPIP and a linux guest on 2nd level so I am
trying to duplicate first level as much as possible.
