Once it is on 2nd level, you have to ATTACH / DEDICATE to whatever virtual machine (TCP/IP, VM/VTAM, PVM) that will use it.
You have to have it assigned to your 2nd level VM Guest on 1st level, then on 2nd level, assigned to the guest there.
