Right. There are two levels of "scragging": 1. Render the disk contents unreadable by a systems programmer (and, hence, by an operating system). 2. Render the disk contents unreadable by a data recovery expert (who can have access to the physical media). The techniques for each are very different. For #1, use the CMS FORMAT command against it.
