Now that others have graciously answered your immediate need, it might be 
worth taking a trip down recent-memory lane to obtain the answer to the 
infamous question: "WHAT CHANGED?"

Some thoughts:
- One or more DASD should have been mounted at IPL, but were not. 
- One or more "PROFILE EXEC"s have been erased.
- The CMS NSS needs to be re-saved.
- Some disk that you usually have linked and accessed was not, thus 
standard commands were not executed when you IPLed CMS.
- The SYSPROF EXEC is corrupted.
- the list goes on, but without console messages we're just shooting in 
the dark, down a black barrel, with black sites, at a black target.

You might want to closely examine OPERATOR console log from the IPL when 
all the problem began.  Good hunting!
