Normally it indicates that the operator was not started. This can happen if operator is IPL CMS instead of IPL 190, and you are bringing up the system CLEAN. No NSS, so you get an IPL failure and OPERATOR isn't started. The system goes into "hunt mode" looking for a likely vict...er.. operator. Is your id in the Alternate_Operators list in SYSTEM CONFIG?
