I think I see where my problem was. On Page36 of the 'Security on z/VM'
Red Book it talks about performing a NOAUTOLOG during the IPL so that no
other machines are started. It never prompted me for the START OPTIONS
(Not sure why). Anyway I think the real issue is that I also did not
XAUTOLOG RACMAINT. When RACMAINT virtual machine is logged on and run
the RACSTART EXEC it is defined as the ESM (External Security Manager).
So even if for some reason I cannot figure out why I did not get the
START OPTIONS PROMPT at IPL time to do the NOAUTOLOG I think I can still
XAUTOLOG RACMAINT. Unless I am missing something that AUTOLOG is doing
other than starting the virtual machines I should be ok. Am I looking at
this correctly????

Terry, 

We don't run RACF, but while awaiting "informed" opinions... could you
have missed a step that mentioned including the RACF (or more) server
being AUTOLOGed by AUTOLOG1's PROFILE EXEC (or in SYSTEM CONFIG)?

Hi 
  
We working on getting RACF for z/VM 5.3 installed today. We are using
the RACF Program Directory and the Security on z/VM REDBOOK to assist us
with the install. We followed all of the steps at least we thought we
did. We got to the point of IPLing the LPAR pointing to the EXTENT 2 to
load the CPLOAD module with the RACF code. During the IPL we received
the error message HCPLGA6525E 'External Security Manager Unavailable'.
We had to drop back! Obviously we missed something does anyone have any
thoughts on this?
