Oh, and the fixed numbers from later releases are bogus as well...
As it turns out, Linux folks from discrete world don't really care for
CPU utilization, they only ask for that so they do their math to
determine the amount of *unused* capacity (100-busy). Clearly in this
world you cannot do this with just a single number, so the answer on
their question does not help them.
