STABLE links is something that I only saw being used by DFSMS, it means no one else can get a R.W link, that's my MAINT's 123 got it MR link become R/O. Maybe newer support in DIRMAINT makes it use STABLE links?
Q LINKS does only reveal who has a minidisk starting at the same cylinder, so your Q LINKS 123 reveals onlt MAINT has a fullpack minidisk active at the time. A LINK at the other hand checks the full cylinder range of the minidisk one wants to link. In this case the STABLE minidisks touching any cylinder of 540RES prohibit the Write request by MAINT. To use STABLE (or EXCLUSIVE) links one needs to be authorized. So, get the USER BACKUP file and look of all LNKSTABL (if I remember the keyword correctly) on the OPTION records, and you have all candates.
