More research: This *may* be covered by an APAR.  Contact the Support 
Center.  This can happen when the base volume has been varied offline.

When a device is varied online, the operating system establishes a form of 
"ownership" via something called the path group id.  The device 
controllers can see the path group id on each device and recognize that 
the same Entity is at the other end of the wire.  A wise concept.  When 
you VARY OFFLINE a device, CP "unregisters" his ownership ("I'm not 
listening to you!").

The controller requires the base and alias to have the same owner for 
certain I/O ops.  If the base is offline, the path group ids won't match 
and the controller coughs up an e-hairball.

Karl: Why are you using an alias?  There shouldn't be a lot of I/O going 
to the volume that contains the directory, so I can't imagine needing PAV.
