Please contact the Support Center and talk to the VMSES/E support folks. 
SERVICE RACF ENABLE is issued only once and never again.

By the way, the parts of the RACF Program Directory that deal with 
application of service are superceded by the z/VM Guide to Automated 
Installation and Service.  The LOCALMOD command helps simplify 
identification and management of local mods.  (Which RACF is, with respect 
to CP.)
