One reason may be that 6.1 is sun downed before 5.4.  All be it by a few
months, so my point may be mute.

Maybe**, on standard CPs of course.  :-)  But why would you put z/VM 5.4

on a z10?  Use z/VM 6.1 instead. If they bought z/VM V5 and have S&S, 
they're entitled to z/VM V6.
