I have been running ILMT for about 4 months on 65 zLinux guests across 3 zVM 
lpars. The product has shown no noticeable impact on any of these zLinux 
guests. The zLinux guest that hosts the ILMT product software generally uses 
about 1-2% CPU. It is set up 2GB for storage and 2 shared IFLs. Yes, it 
requires a lot of manual setup.

If you have to do all this manual work, why not manually tell IBM how many 
licenses you have instead?  It's probably easier and less error-prone.
