However, if the horse is ridden poorly and forced into a frame AND the
feet are weighted to manipulate gait....then the flight of the feet
will be altered...so in effect the human is causing the possibility of
injury.  Never ending circle...

Yup...like Judy said a barefoot 9 in tolt would tell me far more than
a weighted/altered 9 in tolt.
