I can't see that as a stepping pace.  From the angle it's very hard to say 
for sure.   He just looks to be leaning in and on-the-forehand (the twin 
specialties of my beloved old Sundance when I got him) but the angle may 
make it look worse than it is.   I know there are a few gaited Arabs out 
there, but I've never seen a step-pacing Arab.
