run that command as icinga user, not as root. maybe a permissions problem?

from the commandline it works with both users, root and icinga


run a tcpdump 'host <your icinga host>' on the remote machine where nrpe is running, and watch if the handshake is able to continue. probably add 'port 5668' if you don't want the ssh handshakes (or grep properly).
