Ok All, I think that giving icinga@localhost a password with in mysql actually worked. I guess in my exasperation I missed this when I checked icingaApi.log this last time that I restarted all of the necessary services. So it's working now. Now I can login to icinga-web and access the different screens and no 'loading data' message. Thank you all for your patience and help.

As Michael pointed out, you need a user associated to the database (or two actually). That user should have a password, make sure the user/pass is consistent between what MySQL has setup and what Icinga is using. It's simpler than you think. No need to start over, just get it consistent.
