My only comments are: 1. Like others, I believe that it is unnecessary. 2. If it were adopted, to ensure stability of IDN over time, the reordering should absolutely be permanent -- never changed in the future, even if new characters are added. This is not an onerous restriction, since reordering is only a permutation of code points for the purpose of compression, and neither adds nor removes information.
