Setuju dengan pendapat di bawah ini.
Sebaiknya memang http://www.heln-deplu.go.id karena sudah ada http://www.dfa-deplu.go.id/

Tetapi sebenarnya http://www.dfa-deplu.go.id/ juga tidak konsisten karena seharusnya yang tepat adalah http://heln.deplu.go.id
http://dfa.deplu.go.id, dst. karena sebagai "main"nya adalah http://www.deplu .go.id

Seharusnya domainnya bisa:

atau

http://heln.deplu.go.id

Deplu juga punya:

http://www.dfa-deplu.go.id/

Kalau setiap directorat membuat masing-masing website
jadi kacau deh ...

Lalu sampai tingkatan apa harus membuat website sendiri ?
Maksudnya, apakah tingkat Direktorat, Sekjen, Biro Umum,
Kabag, subag, dll.

Belum lagi kalau dirjen nya diganti, belum pasti website nya
diperhatikan.

Intinya, sebaiknya satu institusi pemerintahan
dibatasi satu domain go.id
Kalau ngotot, sebaiknya dibuatkan sub-domain saja.
