The header parser only handles a list of k=val, so no.

k=val1, val2, val3; doesn't seem to be so arduous to parse, considering that for DKIM2 there's going to be new signing and verification libraries...

Sure, in principle we can program anything. But in this case, we know how to write this in ways that we can already parse.

Let's see what other people think.
