Draft submissions are blocked for a couple of weeks before in-person
meetings so that everyone can review a common, stable version before any
in-person discussion happens.  The tool reopened for submissions yesterday
morning.  If you still wish to post your update, you should be able to do
it now.

I'm not sure this needs to be said, but this is a meaningless assertion;
given the datatracker will accept and publish whatever you send it, I don't
think any such recognition by the IETF attaches.
