Stephen and I have put together a proposed agenda, and talked it over with Jim and Eric, who we've asked brief presentations of. Here's what we propose. When you look at it, keep in mind that the goal of this BOF is to decide whether or not to form a Working Group, and if the answer to that is "Yes," to close on a charter for it.
That means that, while we don't want to shut down all discussions of the specs (indeed, some discussion of them is needed in order to answer the primary question), it is NOT the goal of the BOF to hash out issues with the specs, so we aren't allocating a large block of time for that. The "multiple signatures" issue, for instance, that was discussed here on the list, is something that we DO have to deal with in the Working Group, if it is formed, but that isn't a decision point in whether or not to form a Working Group.
