The consensus of the working group, and the guidance from the IESG, was to allow RFC 5890 and its co-documents to specify the internationalization aspects. It is well out of scope for DKIM to try to do it. I have seen no support for expanding the statement beyond what's covered by ticket #4. I'm happy to re-open ticket #17, and leave it open until WGLC ends, but unless there's clear support for it, it will then be closed again.
