Is that the real root of your objections? 

It is obvious that a small SOAP over BEEP spec will be written quicker
that a huge SOAP over TCP spec, since the latter has to effectively
duplicate most of what is in RFC 3080. That is the whole reason we take
a layering approach to these things and it is becoming clear it is
better.
