I don't think that's much of a pro-fallback argument either, but we should acknowledge that some existing MTAs do implement fallback.

hmmmm, shouldn't we all acknowledge its the standard to do a fallback in all MTA (software)? Whether "some" operators (users of MTAs)turn it off, is another matter.

What I am interesting in finding out, is what is the BCP by the MTA in fallback situations in the area of retries.
