Just what would you suggest in the way of relaxing?

The basic rule is now - if you (the requester) can show you are going to 
use the space you can get it.

Relaxing from that would seem to indicate that the RIR should provide
more space than the requester thinks they can use.

That does not seem like a real good idea.
