I think if you go back and review the "Gathering Candidates" section of http://tools.ietf.org/html/draft-ietf-mmusic-ice-19, you'll see that the Host Candidate portion covers this area: The first step is to gather host candidates. Host candidates are obtained by binding to ports (typically ephemeral) on a IP address attached to an interface (physical or virtual, including VPN interfaces) on the host.
