There's definitely a process failure there, and it should be blamed on the WG chairs and/or the AD, who should have either moved the work out of the working group or worked on updating the charter. But the IESG handles documents from both working groups and from individuals, and individuals don't have charters. Why should an otherwise good document be rejected after it has gone through IETF last call and has been brought to the IESG by one of their own? Yoav
