DevCpp is written in borland Delphi (a RAD based around the Object Pascal language) -- and in principle the IDE could even use the Microsoft or intel compilers and toolchains. Hence (since DevCpp is neither written in GCC nor bound to gcc)-- it is not 100% accurate to say 'it's based on gcc'.
