Prof. Parthasarathy, just playing the Devil's advocate, something in front of my eyes: a group of two 1996 entry CSE B.Tech students at IITD built up an OS suited for real-time activities, as is often necessary for computer vision. I do not remember too many details, except that it was for an embedded platform. One of the faculty mentors, Prof. Banerjee - is also on this list, BTW. This did its job quite well. This was perhaps based on Linux (I do not remember), but look at the real-time part, and the timeline...the nineties.
Of course, writing a complete OS in general is no joke.
The DRDO team may not do it from scratch - but then, is that an issue?
Many DRDO labs have Linux geeks around - and the institution with which Gajendra works, is no exception. Maintaining a special-purpose OS also may not be too difficult.
